The Oasis is a relatively small, important area. After talking with Rosie, she grants access to her Station, a connected area where you can find the upgrade "Hook Shot." The Oasis also is the area where the Final Boss Battle with Rosie, who was secretly using Rusty, commences.
This image to the right is a full map of SteamWorld Dig 2, and in the light blue area (middle where small passage leads off), you can find the Oasis.
