Oh, indeed it is! At least on user pages. :) That's why they are also refered to as "talk" pages once you click on "discussion". :)
Discussions on article pages - on the other hand - are indeed not for casual talks, more for specific suggestions or questions refering to topics related to the specific article. Those are usually used in bigger wikis, mostly for bigger restructuring projects, but also for stuff some users are not familiar with or feel insecure about. Examples are: Missing references, broken layouts, issues with templates and so on.
Oh, and I thought your discussion page was way too clean and could use some spam. :D
